The shipping details call a JS function called "change" in
"admin/themes/OneEleven/includes/standard.js" which is not available.

(can be found in "admin/themes/NCleanGrey/includes/standard.js" - lines 40-47)

If you change the admin theme to NCleanGrey, then the function is available and
the shipping details can be expanded.

Either that change function needs to be restored to the standard.js for the
OneEleven theme, or some other method needs to be used to show/hide shipping
details.
