Access Type cannot be changed once a file is added
Detailed Description:
Under 'File > Advanced', if you try to change the Access Type of a file after
it's been added to the DownloadManager (say from 'Free access' to 'FrontEnd
Users only'), the Submit button doesn't work, and your changes aren't
implemented. The other two tabs (Overall and Categories) function normally.
