[#12439] Allow overwriting uploaded file "on" by default

Allow overwriting uploaded file "on" by default
Detailed Description:
In the case of a file upload field, the "Allow upload to overwrite previously
files?:" option doesn't work as expected.

If I don't check the checkbox, it seems the db entry is empty. But the file can
be overwritten.
If I check the box, then update the field, the db entry is 1.
If I uncheck the box, then update the field, the db entry is 0.

Could it be possible the empty db entry != 0?

Update: It seems a more random bug than I thought. Still testing.

OK, so it seems that when one re-upload the same file, it's not added with a
diffrent name but replaced, even if overwrite is not checked.
