[#12209] Encrypted store issue when going to checkout

Summary:
Encrypted store issue when going to checkout
Detailed Description:
When going to the checkout page, the following error is generated:

[11-Dec-2019 12:42:26 America/Vancouver] PHP Fatal error:  Uncaught TypeError:
base64_decode() expects parameter 1 to be string, null given in
/path/modules/CGExtensions/lib/class.encrypted_store.php:188

Not sure if it's a CGExtensions or Orders issue, but filing here as it's
triggered by using Orders.
