Summary:
Forms with file upload disposition fail to submit
Detailed Description:
When submitting a form with a file upload field, the form fails to submit and
gives a blank error (<li></li>). If the upload field is mandatory, it gives two
errors: one to tell you to fill out the upload field (even if you did) and one
blank one.
