[#10452] v2.15 browse cat action does count items with future start date

Summary:
v2.15 browse cat action does count items with future start date
Detailed Description:
Fresh install of cmsms 1.11.13 with News module 2.15

Edit the default installed news item. 
Check the 'Use Expiration Date:' checkbox
Select a future date for 'Start Date:'

In page content add {news action='browsecat'}
Browse that page and notice that the category 'General (1)' is displayed.
However when clicking that category the General category is showed but there is
no news item in it.

Expected behavior: items with a future start date should not be counted in the
browsecat action.
