I think many of the tables in the core could use scrolling and sorting.

As a workaround to doing funky fixed header stuff which really is a pita when
you consider mobile displays and having to do fixed width columns and cruft..

I propose that we just inject the table header say every 25 rows.   this should
be relatively easy to implement in pure smarty.

actually, I just did something cheap and easy in the template file.
consider it fixed for 2.3
