[#5389] Force user to change password on login

Summary:
Force user to change password on login
Detailed Description:
When creating a new user through the admin interface, include an option to force
the user to change their password when they next login.

Would also be good to be able to force a new password every 60 days, for
example.

And since I'm on a roll, how about the ability to specify password rules? 
(minimum number of characters, must include at least one number and one letter,
allow special characters, etc)

A little colored meter to provide feedback on the quality of your chosen
password would be a good feature.

I think this would be a better way than the installer has right now.

the installer let's you type a password, and the "send user info" e-mail is on
by default.
And the password get's sendt as plain text, to the admin, if you don't turn it
off.

It would be better to send a link saying "click here to make a new password".
