Add module install event (pre)
Detailed Description:
Hello, I have a need for a module to know when other modules are being
installed.. It's for back up before install.. I have it in my mod already so if
we can get a pre module install event that's be super cool.. I have lots of
ideas that would be handy but need that...  Thanks

Otherwise... the files are already there, and may have already been corrupted.
which makes the event kinda pointless.

it was not for mods that don't have anything to install but files to upload...
it's for a auto backup mod I have.. it creats a back up of the db before an
install... so in this case for that kinda use, thou I know there are others,
this would work 100% of the time it was needed since it's for when a mod
installs/upgrades to the db, which afaik there is not other way install or
upgrade a mod then via module manager or XML . :D
