Have Module Manager show a module's "Stale" status in the Installed Modules tab as well as that of the Available Modules
Detailed Description:
Module Manager shows a module's stale status only in the available modules tab
but not the installed modules tab, and as devs and maintainers are far more
likely to visit the Installed modules tab, being notified of a module you are
using that has acquired a 'stale' status would be an enormous boon.

This may even help module authors remember, "hey I should probably post a small
update/compatibility-bump even if it's basically nothing, so this doesn't go
stale completely".
