[#11873] Move the "Maintance Mode" tab to "System Maintenance"

Summary:
Move the "Maintance Mode" tab to "System Maintenance"
Detailed Description:
Now we have the "System Maintenance" submenu item at "Site Admin" wouldn't it be
logical to move the "Maintance Mode" tab that's now still at the "Global
Settings" menu item to "System Maintenance"?

I disagree

The maintenance mode is a setting, along with all of the other global site-wide
settings.

The system maintenance stuff is for tasks that may or may not need to run
regularly, but have nothing to do with settings or modes of the application.
