[#11676] No need for the default templates files if the templates are not installed

No need for the default templates files if the templates are not installed
Detailed Description:
When installing a fresh CMSMS install, we are asked if the default templates are
needed.
Maybe don't copy the files in the uploads folder if the templates are not
installed?
I'm talking about the "NCleanBlue", "ngrey" and "simplex" folders.

I like to keep a clean "uploads" folder so that my clients organize their files
at their own wishes, and typically always remove those folders :)
