[#11510] Add readonly and disabled options to cms_textarea

Add readonly and disabled options to cms_textarea
Detailed Description:
When trying to use {cms_textarea}, I tried to make the field either readonly or
disabled.  Neither of these attributes are currently implemented, so it did not
work.  I'd like it if that feature could be added.  To help with this, I've made
a patch against the current SVN trunk and provided the link below.  Feel free to
let me know if you'd like a patch for the v2.3_dev branch.

Thanks for implementing this.  It seems that the comment/documentation part of
my patch didn't make it into SVN though.  Could that be addressed?  Thanks
