HTTP result code 503 when site is down for maintenance
Detailed Description:
CMSMS currently sends HTTP result code 403 when a site is down for maintenance.
Since Google suggests to use result code 503 ("Service Temporarily Unavailable")
in that case, it would be nice if CMSMS also does so (or at least the admin can
configure it so):
