[#9977] NMS / CGJobMgr stopped working after upgrading CGExtensions to 1.38.7

Summary:
NMS / CGJobMgr stopped working after upgrading CGExtensions to 1.38.7
Detailed Description:
After upgrading to the most recent version sending a newsletter did not work any
more. The job did not start after activation by .../CGJobMgr/process.html.
After downgrading back to the previous (1.38.6) the sending job immediately
worked by the usual procedure (same procedure, which did NOT work for 1.38.7).
The job priority displayed was 200 for 1.38.7 and 197 for 1.38.6 and before. The
role of this value is not clear to me, maybe the behaviour also depends on the
host configuration.
