Insufficient information.... it appears that this hs a bad host configuration,
not a CMSMS issue.

I did not any modification to core, only extract and install.

When I selected English profile, it worked great.

After installation, I switch Turkish on Front End. same error:
The site is not shown.

CMSİnstallPage1 is not equal
CMSInstallPage1, there is a Turkish character (capital i -> İ) this creates
error.

Tested this completed installation in Turkish  and Frontend selected to Turkish
language, no errors, everything works as expected.

Same problem here. I had filed another bug
(http://dev.cmsmadesimple.org/bug/view/9247). But now I believe it's the same
issue.

Tried on two different systems one with php 5.4.6 (ubuntu lamp server-clean
install), other one with php 5.2.17.

Same problem after 2 months,

If I select TR on installation page,

Gives same error

Because insllation changes capital I to turkish capital i, which is a Unicode

This is part of PHP issues translating filenames to turkish.

It's fixed with PHP 5.5 but CMSMS is not yet usable with that version.

Same problem was not that long ago with MleCMS module.

Why you need to translate filenames?
I did not heard a method that named "Translating filenames"
