[#8883] In the "Basic Properties" forgot to add the "Parent"

In the "Basic Properties" forgot to add the "Parent"
Detailed Description:
In the "Basic Properties" forgot to add the "Parent"
This is the address: Site Admin> Global Settings> Content Editing Settings>
field "Basic Properties".

Because of this, there is no way to create / edit a page if the user is in the
"editor". There is no drop-down menu "Parent".

Therefore Admin site for users of "editor" put a tick "Manage All Content".
Users & Groups> Group Permissions> Select Group - "Editor"> check - "Manage All
Content".

And this tick ("Manage All Content") permits all "options" when creating and
editing pages. As a result in adjustments Site Admin> Global Settings> Content
Editing Settings> field "Basic Properties" - Useless!

As a result of this defect, the user is in the "editor" can be when creating /
editing a page to change options: "Owner", "Additional Editors".

Try it yourself to create a page underneath the "editor" and try to tick and
without "Manage All Content".

Looked at from the CMS version 1.6.6 to 1.11 and including the latest version
1.11.4.

Basic Properties selection is set to control the different objects of the
Options-tab. Parent selection is already available on the main-tab, and driven
by the permission model. This BR is not relevant for basic-property.

But in setting up access, I never found a "parent".
In group settings in which the user is calling to all the checkboxes, but the
parents did not show up until you put the "Manage All Content" (which allows
all).
And if I point this check "Manage All Content" user group can change the "owner"
(who created the page) and "Advanced Editor".
That in May, the event is very very inconvenient.

Now try again and put a check in all the groups except for the rights of "Manage
All Content" - and as a result all the menu items appear as "parent" and
"Options" (when creating / editing) are not ...

And where is the button who used appeared "parent".
