[#8766] Bug in 1.11.4

Bug in 1.11.4
Detailed Description:
There wasn't a option in the dropdown to select 1.11.4 but this is for the
latest version 1.11.4 "Fernandina" which I'm using.

I noticed when i go to MenuManager and cache the menus then proceed to create a
new template, i can't create a new template, after I hit "submit" I'm presented
with a white page with just the title of my site and it returns to the "Add New
Template" page with a blank text area where before there was template code..

Additionally when i went to Content -> Page I can't see the pages just the
header

I go back to MenuManager and disable cache and everything is working again.

Hope it can be recreated. Thanks

Bug recreated in a fresh installation of CMSMS  with OneEleven admin theme
