cms_date_format and cms_escape Smarty modifiers in templates no longer found by Smarty
Detailed Description:
Core supplied Smarty modifiers (cms_date_format and cms_escape) are no longer
being found by Smarty after upgrading to 1.11.3 (from 1.11.2.1).  This results
in blank admin pages for editcontent.php and edittemplate.php when the template
contains either of these modifiers in its content.  E.g., with edittemplate.php,
I can't "Submit" or "Apply" without getting errors like these:
