Detailed Description:
Test

go to Content / current Pages edit or create a page is Ok
Site Admin / Site Down Settings / Enable Site Down Message  :  enabled and
submit
go to Content / current Pages edit or create a page  ; Blank page  (Only in
source <div id="Edit_Content_Result"></div>)
Site Admin / Site Down Settings / Enable Site Down Message  :  disabled and
submit
go to Content / current Pages edit or create a page is Ok

Note, If : 
Site Admin / Site Down Settings / Enable Site Down Message  :  enabled 
AND Exclude these Addresses from Site Down Messages: enter my IP adress
and submit
No problem
go to Content / current Pages edit or create a page is Ok
