[#8272] Sitename in Russian becomes unreadable

Summary:
Sitename in Russian becomes unreadable
Detailed Description:
If I fill sitename during installation with Russian letters, then after
installation is complete, sitename becomes unreadable. For example, I fill
"Русский сайт", and then get "Русский сайт".
It happens because of wrong encoding. Must be UTF-8, but it is ISO-8859-1.
This little but annoying bug in CMSMS is really old.

Does this only occur when setting name on installation?

Tested setting site to russian, and works very well in here, are you sure you
are not missing some locales on your server?
