Summary:
Changing menu structure not possible
Detailed Description:
If a user is only allowed to change one page and the subpages it's not possible
to change the structure of the subpages. That's only possible if he has the
right "modify any content" or "modify all content". But then he can change all
pages and not only his page.

For example: 
Menu 1 
----------Menu 1.1
-------------Menu 1.1.1
----------Menu 1.2
Menu 2

User has only permission to modify menu 1 and subpages. Iit's not possible to
move menu 1.2 before menu 1.1. The arrows for moving the pages up and down are
not shown.

Hello,

This is a feature of this permission setting.
The user can change the content of the pages not the structure itself.
So it is not a bug.

You could try to put in a Future Request
