In 1.6.8, also when a new user has completed his registration, the subject and
body of the email sent to the admin is hardcoded (or i didn't find the proper
template in the admin section) :

"A new user has registered on {sitename}"
"A new user (username with uid 1234) has completed registration to your site.
you should check this user out and validate that the information provided is as
complete and valid as possible."
