Hi!

The simple_navigation.tpl shipped with CMSMS 1.6.x has been changed without any
notice in the release notes.

The bug: an "inactive parent" should be coded h3, actually it gets an a href -
the same as an "active parent". That means that a page which is an inactive
parent links to itself. You even cannot "soften" the issue with CSS, since now
(with 1.6.x) both nodes get the same classes.

Since the standard templates can't be edited, the only solution is to copy the
old 1.5.x simple_navigation.tpl under a new name and change ALL page templates
accordingly.

a) this is clearly a bug and should be fixed
b) changes in the standard navigation templates should be announced in the
release notes
c) users should be warned NOT TO USE the standard navigation templates since
future changes will break their sites on upgrade

On a side note, it would be nice to know *why* this has changed, since so far
nobody could find an explanation: it just makes no sense.
If there is a logic behind this, it would have been better to introduce a new
additional standard template.
