Collision between Redirecting Link and Page URL
Detailed Description:
If you create a new 'Redirecting Link' cmsms checks for collisions with active
pages (page alias) and even with 'Page Url's - thats fine and will avoid a lot
of head-ache for unsuspecting users. To create a 'Redirect Link' for a valid
page, you first have to inactivate the old page, then the collision against the
page alias is resolved. Problem is, that the collision against a 'Page Url' of
an inactive page still leads to a collision. Thus you can't create a 'Redirect
Link' for a 'Page Url' even if the targeted page is not active.

We may need a bit more clarification here. It seems to me the best option would
just be to change the page to a redirect, rather than deactivating it and adding
a new redirect page.

Having the uri unprotected could cause the same amount or more issues for some
users, depending upon how they use it. We may need to be convinced this is a
legitimate bug and not just a desired behaviour for some users.
