[#12104] feu_smarty::get_user_property not working

Summary:
feu_smarty::get_user_property not working
Detailed Description:
feu_smarty::get_user_property('property_name', uid)  returns nothing. I believe
it goes back to the foreach loop in get_user_properties(uid) which populates the
return array incorrectly.

if i just return $res instead of $res2 from get_user_properties(),
get_user_property() works OK.

I think this is already fixed...  at least it works for me.

Yes, fixed as of 3.1.3. Forgot to update ticket after 3.1.3 update. (out of
sight, out of mind).
