[#11983] Can't delete or edit a group, no access

Summary:
Can't delete or edit a group, no access
Detailed Description:
Logged in as admin.

After creating a group I wanted to change the name but when I click on the
groupname I get a blanc page with the text "access denied"

Did make a second group but the results are the same.
No users registered.


PHP 7.2.12
APACHE  2.4.27
MySQL 5.7.19

[EDIT]

It seems also login will not work anymore.
Updated another site with 400+  users and they can't login on the frontend.

Ok, Login is solved.... ({cge_form_csrf}).

But I get still 'Access Denied' when clicking on a groep.
