[#11322] csv import doesn't import the 'groupname' field unless you import it twice

Summary:
csv import doesn't import the 'groupname' field unless you import it twice
Detailed Description:
(actually version 2.3.3 but not in the list)

Problem:
Importing new users via csv won't add them the the groups specified in the
groupname column

To recreate:
1. make a simple csv with ##username and groupname columns
2. put an existing group name in the groupname column, and populate the
##username field
3. import into FEU
4. try to edit user and see 'user must be in at least one group' message

Workaround:
Import the same list again, and it will modify the users and place them in the
groups
