[#11031] My Account > Default Parent Page doesn't work

Summary:
My Account > Default Parent Page doesn't work
Detailed Description:
There is a setting to define the "Default Parent Page" in de user settings. You
can select a page here, but the CMS ignores this setting when you create a new
page.


Admin page:
My Preferences > My account > User Preferences > Default Parent Page

Expected result:
A "Default Parent Page" selected when creating a new page

Result:
No default page selected no matter what you chose in the Settings tab.

Tested so far:
1. Does the setting get saved? (yes)
2. A new clean CMSMS install 2.1.1. (same problem)
3. A new clean CMSMS install 2.1.3. (same problem)
4. Does is work in the admin user account (no, same problem)
