Summary:
add option to global setting for removing accented characters in munge_string_to_url
Detailed Description:
The problem is when user creates page the page alias gets generated with
accented characters.
While we would prefer to have only latin characters alias.

So it would be nice to have ability to choose between two options in settings.

This is not a bug report, but a feature request.
Implementing non-latin characters on the URL not only fixed some bugs but
implemented feature quests.
We will not be reversing this decision.
