Content block must not be mandatory in template
Detailed Description:
Hello,

When I try to add a template without any {content} block, the system shows an
error because there's no {content} block inside.

There is some cases where we don't need a {content} block, especially when using
template inheritance.

I thought this was solved as we discussed it on the last Geekmoot, but it's not.
The only option to use template inheritance is to use Outsourcer or
ExaExternalizer.

You can use generic templates as well wrt template inheritance.
