Valid countries not working
Detailed Description:
HI,

In Orders module -> Preferences -> Valid Countries
I have a list:

NL=Nederland
GB=England/UK
BE=Belgie
etc.

At the Billing Form Template page, all the countries are showing/available, from
Afganistan till Zimbabwe.
