[#10145] 1.16.3 seems to ignore allowed country and states lists from preferences.

Summary:
1.16.3 seems to ignore allowed country and states lists from preferences.
Detailed Description:
I upgraded Orders (and all dependant modules) on a shop which is in development,
and reset templates to factory defaults to get them working again, but it is
using a full US states dropdown and a full country dropdown rather than the
customised lists I have set in the module's preferences.
