Schedule jobs
Detailed Description:
I think that it would be very useful to schedule a given job to start on a given
time, e.g. once a month, once a week. I don't think there is an easy way to do
this now.

This will probably be done after CMSMS 2.2 is released as we are planning on a
built-in, better pseudocron mechanism.
