Or if not make this into a template, then at least pull the appropriate strings
out of the SelfReg module.php file and add them as strings in the lang files. 
This way a module_custom variant would work and the SelfReg module.php wouldn't
require editing after every upgrade.

Same here. It would be best to templatize it including the array of the user's
registration details so that more information could be provided to
administrators.
