[#3143] Don't save new Group assignment if edit user is CANCELLED

Don't save new Group assignment if edit user is CANCELLED
Detailed Description:
I think this is more of a bug, but I'll log it as a feature request in case
there's a reason it's this way:

Here's the scenario:

1. User registers via SelfReg, and is placed into a "pending" group.

2. Administrator unchecks the "pending" box, and puts a check in the "Group1"
box, then presses NEXT.  (See also feature request 2703 -
http://dev.cmsmadesimple.org/feature_request/view/2703)

3. Administrator presses CANCEL.

The user is now still assigned to Group1, even though the Administrator never
pressed SUBMIT.

If Admin presses CANCEL on the "Editing new user" page, the new group assignment
should not be saved.
