Improve error message and handling when lacking permissions
Detailed Description:
I am using a module which uses CMSMailer.
I believe that I do not have permission on my web server to send outgoing mail.

The feature request is to make the problem more obvious.  I suggest changing the
error message to be more human readable.  Currently, I get:
Warning: fsockopen() [function.fsockopen]: unable to connect to localhost:25
(Unknown error) in
/www/110mb.com/xxx/htdocs/cmsmadesimple/modules/CMSMailer/phpmailer/class.smtp.php
on line 105
Thank you! The message will appear after it's validated by administrator.

Also notice that I received a "Thank you" from the other module.  It would be
nice for it to know about this failure.
