[#1085] Add Target-property to each banner.

Summary:
Add Target-property to each banner.
Detailed Description:
I'd like to see the Target-property added to each individual banner. I've got
banners that will link to an in-site page, but also banners that will link to a
completely different page.

You can use the Link Text (internal name "href_text") Parameter to add something
like target="_blank" to each  banner individually.
