When File Management options are enabled but image resizing is disabled, the
"Create" button appears to the very left of the window, instead of being next to
(or below) the "Create a new directory" input field. The "Upload" button is then
below that, which is quite confusing to users (not a problem for admin users
since they see all fields anyway).
