[#7903] Uploads category is not remembered

Uploads category is not remembered
Detailed Description:
If you select an upload category in the category section of banners it works,
but going back in and editing the category it is not remembered. The first
upload category is always selected which causes problems when the category is
edited and not submitted and this has not been noticed.

Fix is to change line 107 to:

$this->CreateInputDropDown ($id, "input_upload_category", $categorylist, -1,
$row['uploads_category_id']));
