Summary:
Email notifications are sent regardless of pubish status.
Detailed Description:
It appears that email notifcations are sent to subscribers regardless of
comment's published status.

Tested: I subscribed to a feedback thread from a new email account. A friend
posted messages to the feedback - and I received notifcation of these messages
even though they had not been published to the site.

I'm guessing If comments have not been moderated, they shouldn't be sent.. as it
defeats the purpose of moderation.
