Method to recreate bug:

Create a feedback form.

Set CGFeedback to "Modererate all comments" (in settings tab).

Post some feedback (we'll call this feedback 1). Enter your own email address. 
Tick the box to request notification when someone else posts.

In the admin area, set the post to published.

Post some more feedback, feedback 2.  Because "Modererate all comments" is
ticked, the post is *not* shown on the site yet.  However the post notification
email is sent to feedback 1 email address *immediately*.  If they look at the
site before feedback 2 is published, there is no new feedback to view.

The email should only be sent when feedback 2 is published.
