Running CMSMS version 1.11.2.1 and Cataloger version 0.11.2 I now ran into the
exact same problem. Since a solution still seems to be missing I have been in
contact with a project admin, who asked me to add my details to this bug report.

On my site cms_selflinks on Cataloger pages looks like:
/%7Bcms_selflink%20href='anders-paulsson'%7D

Should be
/index.php/musiker/anders-paulsson

Tried to reproduce this bug several times, without success. It works on all my
servers. It seems to be a server configuration or other issue. There is not
enough information to reproduce this. I'll be closing this bug in the next few
days unless more data is provided so that I can reproduce this.

Ok this fix was a bad one and it has been reversed for Cataloger 1.0. The
correct use now is to use smarty {eval} on templates where an attribute needs to
be parsed by smarty.
