Summary:
Invalid argument supplied for foreach() on Users and Properties
Detailed Description:
Clean install of 1.6.8 with no Users or Groups created and using CMSMS 1.6.3. 

In FEU, cluck the Users tab. Below the tabs is the following error:

Warning: Invalid argument supplied for foreach() in
C:\wamp\www\sba\modules\FrontEndUsers\function.admin_userstab.php on line 118

Click the Properties tab, you get this error:
