[#3443] Recurring 'Nth Weekday' events are wrong if the First Day of the Month matches the weekday

Recurring 'Nth Weekday' events are wrong if the First Day of the Month matches the weekday
Detailed Description:
Events that are set to recur on the Nth Weekday of a Month (e.g., Monthly, on
the Third Wednesday of each Month) will appear on the WRONG "Nth" weekday IF the
first day of a particular month matches that weekday.

Example: If your event is set to recur on the Third Wed. of the month, and the
month BEGINS on a Wednesday, the event will appear on the Fourth Wednesday of
that month, not the third. This is replicable for me no matter what Nth day I
use (i.e., first monday, second thursday, etc.). This happens on a windows/xampp
installation and on my dedicated server running redhat fedora. Each runs a new
install of CMSMS 1.5.4, PHP 5.2.5.

I cannot reproduce this behaviour with cms v. 1.8.2.
However, I found another bug somewhat similat to this.
