[#12035] Protected Section Header viewers can not be amended from FEU default

Summary:
Protected Section Header viewers can not be amended from FEU default
Detailed Description:
In Content Manager, when content type of Protected Section Header is selected,
the viewers tab shows the default groups selected in the FEU Settings Protected
Pages Allowed Groups multi-select.  But when a different group is selected and
then submitted the changes are not saved - re-enter that content page / section
header - the FEU defaults are still selected the submitted changes have not been
saved

Or perhaps Protected Section Headers don't need visitors defined - visibility in
menu/nav controlled by its children's defined visitors ?
