[#11922] nocaptcha=1 doesn't remove captcha from verification step

Summary:
nocaptcha=1 doesn't remove captcha from verification step
Detailed Description:
Using {SelfRegistration group='foo' nocaptcha=1} removes the captcha from the
registration form, but if you have the verification step enabled the captcha is
shown on the verification form. There doesn't seem to be a way to remove it from
that form.

Note: nocaptcha=1 doesn't appear in the SelfReg documentation, but is in the FEU
docs.

{cms_module_hint module=SelfRegistration nocaptcha=1}  worked fine for me in the
'smarty logic that is specific to this page' field in 2.2.8(svn)
