[#11884] Apply button does not apply anything the first time around

Summary:
Apply button does not apply anything the first time around
Detailed Description:
1. Create a new blog post.
2. Hit Apply.
3. Nothing happens.
Instead, you have to
4. Hit Submit
5. Click back into the article, make edits, THEN hit apply, and it works.

Expected behavior:

1. Create new blog post
2. Hit Apply
3. It saves your post to the database, and lets you continue editing.

You could make it like the News module, where upon initial creation, the Apply
button is not shown. Only the Submit button is shown.

Then, upon entering into the article a second time, the Submit and Apply buttons
appear when a change is made to the article.
