When a new item is created and editor chooses to Apply (not submit) a 'Item
alias already exists. Alias must be unique.' error is displayed.

I guess the reason is obvious. So for the sake of user experience I would
suggest to hide the apply button as long as the item_id is not yet 'known' to
the form.
