[#11641] NMS jobs sent to CmsJobManager but do not progress

Summary:
NMS jobs sent to CmsJobManager but do not progress
Detailed Description:
NMS jobs are being sent to CmsJobManager but they become stuck at initialising.

CmsJobManager lists all the jobs with "Initialize Sending of job", but they
don't progress.

PHP error log and Admin log show no errors.

fixed in svn.
it appears that this was a silent PHP thing.
